399 MOTTO ES Administrative Section Committee on Student Conduct and Appeals 4:00 p.m., Tuesday, January 26, 1954 123 Bascom Hall Present: Herriott, Thomas, Zillman The committee met to consider the case of Erwin E. Bach, LS 5. Bach had been reported to this office on December 5, 1953, by the housefellow and one of the members of Phi Sigma Kappa. The member, James L. Arndt, disclosed that on that same morning, about 2:30 a.m., Bach, a former waiter at the fraternity house, had come into his room. Arndt then awoke to find his genitals in Bach's hands, and he and his roommate, Donald Schroeder, who had seen the whole affair, ordered Bach from the premises. Bach made no attempt to deny the accuracy of the story. He stated that he had drunk to excess that evening and "didn't know what he was doing". An appoint- ment was made for him with Dr. Bleckwenn in the Student Psychiatric Clinic. In his report to the committee Dr. Bleckwenn stated "Very frankly at the present time, I would consider him a calculated risk, even though he may temporarily be able to withstand his homosexual urge. I look upon his failure to return to dis- cuss his problem with me as evidence of an unwillingness to see this case through to a successful completion." At the hearing, the committee had the benefit of testimony from a friend of Bach's, one Marcel N. Muller, a fellow in the French Department. Muller attempted to assure the committee that it need have no fears of a repetition of such conduct on Bach's part. Bach confessed that he had experienced previous homosexual activity in service and also before that time. After considerable discussion the committee voted as follows: 1. 2. 3. That he may not be permitted to re-register for the second semester of the 1953-54 academic year. That he may not re-register in subsequent terms of the University without permission of the administrative section of the Committee on Student Conduct and Appeals. That he be strongly urged to seek competent psychiatric assist- ance with his problem. 4. That it be suggested to the Graduate School that their recom- mendation of Bach for a Fulbright Scholarship be rescinded.
