Farrell Box C, Waupun, Wisconsin WI53963 May 3, 1967 Mr. Lloyd Barbee Assemblyman State Legislature of Wisconsin Milwaukee, Wisconsin Dear Mr. Barbee: Sir, I wish to inquire into the intent of a bill that you have introduced into the State Assembly this last week, and also if it would be possible if you could send me a copy of this bill? I'am refering to the bill that would permit sexually conduct between consenting adults; Homosexuality. Sir, there is also one other area I would like to inquire about and would be very greatful for any information that you or your office could assit with. This is concerning the New Sex Deviate Center that is supposed to be built in Wisconsin. Has and money been set aside for this building? If so how much? And when is this building supposed to be finished? I have inquired about this from the Chairman of the Welfare Commission of the Assembly but have recieved no answer in early april, and am lead to believe he must be very busy, and there for request that if possible you could help me in this matter also. I would like at this time to thank you for introducing the bill above noted into the Assembly and hope and pray other Assemblymen will come to understand its need in Wisconsin and vote yes on it. Giving the United Way is suppose to give every donor the feeling that he or she has helped all of the worthy causes in the community and that each of them will get a fair share gift. However, the work of the gay community, which is being done by Gay Peoples Union, Inc., has never been supported by the United Way. Yet each year the annual report of Gay Peoples Union tells of our having increased expenses in all fields of services we're providing. Over the past years we have been able to establish one of the best community centers in the country. However, it has become very costly to maintain a community center for our VD Clinic, our counselors, our hot line and meeting place. During the past year we've seen an increased amount of hostility and harassment around the country and in the Milwaukee area. For this we owe thanks to Anita Bryant's crusade, which is still very active, and our local police department. With all these problems facing us we've got lots of educational work to do. With this letter, G.P.U. is asking you for your financial help in getting us started in our new year. We hope that you can make a generous donation, but even a small donation will help. All over the country, state legislatures are eliminating medieval laws that discriminate against gay women and men. Illinois has just knocked down several such statutes that have been employed to discriminate against gays. The Wisconsin legislature has several proposals to ex- pand the "rights and legi- timacy of gay people" in Wis- consin, according to State Rep. David E. Clarenbach (D- Madison). The so-called gay rights bills and amendments to existing law deserve serious considera- tion. Knowing the tenor of the times, we are not at all san- guine about the success of the proposals. Why should a homosexual suffer discrimination in hous- ing? Why should homosexuals be denied public accommoda- tions? Licenses? Jobs? There are many serious questions about society's out- moded attitude toward gays. SENATE BILL 498 removes "sexual preference" a barrier to licensure and public employment, for example. It is about time Wisconsin lived up to its reputation as a progressive state. We know the chances of change are slim. We haven't even removed all of the medieval strictures in our laws against heterosexual relations. We've yet to permit the sale of contraceptives to unmarried people.
