Once again the Milwaukee Police Department has exhibited its
utter lack of priorities in enforcing the law.
I am referring to the Feb. 2, 1979 raid of the Club Milwaukee
Baths in which seven adult men were arrested on various charges
under Wisconsin Statutes Chapter 944 (Crimes VS Sexual Morality).
With the exception of one individual with prior charges pending,
neither the District Attorney nor City Attorney preferred
charges against those arrested. This follows the same pattern
as four previous raids on these private clubs during the past
eight months.
It is obvious that the Milwaukee Police Department's enforcement
(In 99% of the cases against gay and bisexual men) of these
absurd laws is not only a waste of taxpayer dollars, but quite
posibly in violation of the United States Constitution. The
police are using these laws discriminatorily to harass gays.
This harassment, mistreatment, abuse and humiliation at the hands
of the Milwaukee Police Department is being financed by the
good citizens and taxpayers (gay and straight alike) of this city
and state.
As our Governor Dreyfus would put it:
will not stand for it!

Jim Moody has sent me a copy of this years "consenting adults"
bill. Seems to get the job done, however, I am wondering if we
haven't gotten a little paranoid over prostitution. There are
those who claim that male prostitution is not now against the
law, and thus this would be a step backward. I for one do not
harbor such a view, but that you'd like to know that the "good
guys" are flapping their gums.
Also, and of more concern to me, I hear that the suggestion
might be made that you divorce yourself from this legislation.
I urge you (a) not to; and, (b) to tell those who suggest it to
go perfrom the famous impossible physical act. (The problem with
(b) is they probably can.)
Those in the know realize that you have been willing to be in the
forefront with this bill in the past, and appreciate your efforts.
trust they will continue. It is one thing for the johnny-come-lately's
to jump on the band wagon when they smell victory, but another matter
when they try to second guess they very person who is most responsible
for this matter getting as far as it has in the past.
unfortunately my health continues to plague me, and I can only
help in spurts (maybe that's just as well) but I will do what I can
from this end. Keep me posted and best wishes as always,

Dear Mr. Ferrall;
After hearing an editorial on WRJN last evening, I feel compelled
to write you this letter. First of all, I want to make it very
clear that I represent no one and I write as a private citizen.
I wish to support and endorse what I understand is your intention
to vote in favor of Assembly Bill 323. It seems to me that Bill
323 is a good bill and deserves your support.
We need to remove bad laws from the books, because the effect of
them is to lessen respect for the law which, as we all know, is
all ready at a low ebb. There is no way, in which by repealing
those laws, one is endorsing either fornication or homosexuality.
These things exist as evil in our society and need to be dealt
with, not by the law, but by the other moral structures.
I am

a firm believer that one should not try to legislate morality
we should teach it and convince people that it is the higher way.
It seems to me that by keeping such laws on the books when they
are totally unenforceable, makes a mockery of the system and
creates a double standard.

You may be interested in this article, "Sex ih America, in Inquiry magazine,
the 10-5-81 issue.

The article argues for less sexual laws and is an analysis of the current sex
laws in various states.
Inquiry magazine is a publication of the libertarians. Your aware I'm sure, that
they favor less government in both economic and social affairs. You are a defender
of civil liberties, as they are. Sex laws as you and they argue are more a question
of morality than public policy.
You consenting adult bill was so close to passage in the Assembly that with a few
scholarly articles passed to fence sitting representatives, I'm sure it will pass
next year.

My position on job employment remains the same as it always has:
a job should go to the man or woman most qualified for the position. In-
dividuals are entitled to privacy in their personal life and should not be

character.

Present: Aiello, Carrillo, Cross, Gassman, Gaulke, Hall, Kelley, Koffolt,
Kelley, Yeadon, Petters, Pierce, and Wick.
The minutes of the January 19 meeting were approved as mailed.
Petters reported that the Committee's position papers would be presented to the
Commission on February 24, as the Commission's February 10 meeting was cancelled.
Position Papers:
Position papers written by Gassman and Hall on AJR3, AJR5, AJR6 and AJR7 were
read to the Committee.
Hall explained that he had not written a position paper on AJR2 which would
restore voting privileges to convicted felons. It was unclear to him whether
this bill would restore this right to presently incarcerated persons. He felt
if this was true, it could have a major impact on Communities such as Waupun
where the prison population is larger than that of the community's population.
He spoke to Clarenbach's and Cogg's offices and they themselves were not sure.
IT WAS MOVED (Kelley/Yeadon)
To change the Committee's position from "support" to "watch and report."
MOTION PASSED
Petters pointed out that the position paper on AJR6 spoke to the abortion issue,
but not to euthenasia which is also contained in the bill. He asked if the
Committee desired to do so. The Committee felt this was not necessary.
Hall reported that AJR5 had been heard by the Committee on Criminal Justice
and Public Safety. The Chairman of that Committee has stated that he will not
vote that bill out of committee.
New Business:
The Committee acted on five bills (AB323, AB219, AB161, SJR15 and AB100).

To support AB323 dealing with the coverage of and penalties for the existing
crime of sexual perversion and fornication.

To amend AB219 (which deals with prohibition of discrimination against ex-
offenders) to place a five year limitation on conviction records and support.

The Committee will request that AB100, dealing with divorce reform, be formally
referred to them by Klubertanz.
Pierce reported that a course entitled "Under the Capitol Dome" through the UW
Extension is being made available at a cost of $15. If a Committee member is
interested in attending on behalf of the Committee, they may have the cost paid
by the EOC. Interested persons may contact Petters or Pierce at 266-4910.

That in the future the Committee will meet the fourth Wednesday in the month.

Dear Mr. Clarenbach:
You may remember my letter of a few weeks ago in which I criticized your
style of participation on Wiscon, Public Radio's Wisconsin Issues
Forum.
Well, last Thursday night I watched the discussion of AB 514 on
Wisconsin ETV's Target program. I watched partly to get to see you
and partly to glean more information about the bill from both its
supporters and opponents. I enjoyed the program. It was informative
and stimulating, and you helped make it so.
Rational discussion of emotionally loaded issues is so helpful. It
reassures me that legislation is not an attempt to over-simplify
complex problems, but rather an attempt to deal equitably with human
diversity. This means compromise. It means listening respectfully--
even to those who won't listen to you. You bit your tongue admirably
well Thursday night, resulting in what I thought to be a very lucid
presentation of the case in favor of AB 514.
I wish--and I mean this in all sincerity, not as a "dig"--that you
could be enlisted to speak with the same kind of clarity and compas-
sion on behalf of the unborn young. I know that you can't, and I
understand that. I just wish that you could.
I'm sorry that the compliment letter is so much shorter than the
complaint letter--but then you don't seem like the kind who likes
to be preached at much, anyway. I wish you well, even when I disagree
with you.
