The Wisconsin Civil Liberties Union Foundation will present State Rep-
resentative David Clarenbach its William Gorham Rice Civil Libertarian
of the Year Award. The prestigious award will be presented Jan. 7 at the
WCLUF's Sixth Annual Bill of Rights Dinner in Milwaukee.
WCLUF is honoring Clarenbach, a Madison Democrat, for his continu-
ing commitment to the civil liberties of all Wisconsinites, particularly to
the right of privacy. Clarenbach was the chief backer of a new law to pro-
hibit discrimination based on sexual orientation passed in 1982. Earlier
this year, he was a leader in the successful fight to decriminalize private
adult consensual sexual activity and cohabitation.

Bill of Rights dinner Saturday
The capital area chapter of the Wisconsin Civil Liberties Union
will sponsor a bus to Milwaukee for the annual Bill of Rights dinner
Saturday.
The cost will be approximately $10 per person.
This year's dinner features entertainment by Chicago's Second
City troupe. State Rep. David Clarenbach will receive the Civil Liber-
tarian of the Year award. For information and reservations, call 264-

WILLIAM GORHAM RICE CIVIL LIBERTARIAN
OF THE YEAR AWARD
Established to commemorate its co-founder, UW Law Pro-
fessor, William Gorham Rice, this Award is given when an
individual or group evidences a special commitment to or
achievement in civil liberties. David Clarenbach is now well into
his career as a legislator even though he is still a young man.
First elected to the State Assembly in 1974, he is now serving
his fifth term and is Speaker pro tempore of the Assembly. Since
his first term David has shown a special concern for civil liber-
ties. When very few others were interested, a bill prohibiting
discrimination based on sexual orientation was enacted under
his legislative tutelage. He then successfully sponsored legisla-
tion which decriminalized private consensual sexual activity.
Because of David's leadership Wisconsin is the first state to
pass civil rights legislation aimed at protecting the rights of
individuals based on sexual orientation as well as establishing
privacy rights for all of us.
