MEMORANDUM October 24, 1960 To: Delegates to the Governor's Conference on Civil Rights From: The Governor's Commission on Human Rights Re: Proposed Civil Rights Legislation You will remember that several legislative proposals were made by the Governor and by the 200 delegates to his April 4, 1960, Governor's Conference on Civil Rights which you attended as an official representative of your organization. During the past months the Governor's Commission on Human Rights has been working on the se proposals through several committees with a view to incorporating them into legis- lation adapted to Wisconsin and Wisconsin law. With the help of the Legislative Reference Library and the Attorney General's staff, the Commission now has a draft of a bill which we herewith submit to you for your consideration. It includes provisions to prevent discrimination in housing and to give the Governor's Commis- sion on Human Rights full enforcement powers as a backstop for its present con- ciliation powers. We suggest the following procedures to you: 1. Send us your questions and your overall opinion in writing. Address all letters to: Mrs. Rebecca Barton, Director Governor's Commission on Human Rights State Capitol, Madison, Wisconsin Mrs. Barton will summarize your views for us. We will discuss them at our next meeting on November 29, 1960. 2. Whenever possible, discuss this bill with your organization and send us a summary of its opinion, as well as your own. If you wish to have a Commis- sion representative attend one of your meetings to explain the provisions please notify our office (Telephone is Alpine 6-4411, Ext. 2297) or a Com- missioner in your area. The sooner the better. (See attached list of Commissioners.) 3. Whenever possible, let us know whether we can expect the support of your organization in hearings before committees of the 1961 legislature. 4. Please order additional copies of this proposed bill from us if you need them. We will provide them as a public service. We wish to encourage full public understanding and consideration of this bill. As you will see, from reading the "Introduction" of the bill, our Commission feels that this is strong, comprehensive legislation which will have chance of passage only if it is on the whole an "agreed" bill, with bipartis an support and with wide citizen participation. We will appreciate whatever cooperation you can give. As the state public agency for human rights we feel that our mandate comes from you. As a cross-section of representative citizens from various sections of the state, we try to reflect your thinking.
