Thanks for your letter of December 15. Your information
on Assembly Bill 139 will be put to constructive use.
We should discuss strategy on Senate Bill 14. I 11
contact you at the beginning of the year if I am in town,
prior to holding a hearing on this measure.
Liberals from the Law School and the Legislative
Council still feel the bill should be passed in its present
form, unamended; otherwise, it will die. I do not consider
it alive in light of the present law and palpable injustices
to heterosexuals and homosexuals alike.

(3) Some people have sat outside my home to cause
discomfort, and some have thrown rocks.
through windows of my home.
(4) Certain anti-Black messages have been left in
my mailbox, etc.
(5) The police have engaged in hassling activities
ranging from shadowing to writing unnecessary
citations for traffic and parking violations.
(6) My home and office phone calls have been
bugged by law enforcement officers.
(7) A number of individuals have made threats
while I was in demonstrations against various
forms of bigotry, intolerance or protest
against bad governmental action.

The enclosed material pertains to a project of the National Asso-
ciation of Human Rights Workers undertaken at the suggestion of
Lieutenant Governor George Brown of Colorado and now being support-
ed by both of us.
An attempt is being made to survey experiences black officials
have had and are having with various forms of harassment. We are
writing to urge your assistance in this effort by completing and
returning the enclosed survey form.
The results of this survey will be compiled in a report document-
int the nature, scope and consequence of harassment; we hope you
will share our conviction that this is a critically important
undertaking and one deserving of support.
Should you have any questions regarding the project, please call

On January 23, 1973 I introduced Assembly -Bill 185
which would provide for this. However, the bill was
killed on October 26, 1973. A public hearing was held

Dear Brother Black Elected Officials:
I hope you both exceed your present heights to an
office which you desire.
In response to your letter concerning harassments,
the survey form was either misplaced or not attached.
However, I submit the following:
(1) I have received hate mail ranging from expressions
of disagreement to threats of murder, castration
or suggestions that I end my life because of
some bigots' disagreement with my positions
on racial justice, civil rights, the right to
die, the rights of people to have sex between
consenting parties, as well as my 16-year old
public battle for integrated/quality education.
(2) Harassing telephone calls have been delivered,
not only to me, but to my children, ranging
from disagreements over mass media coverage
of my views as well as TV and radio appear-
ances bo threats of bombing my home or ass 088-
ination by hand gun or rifle.
