Wisconsin First is a digital archive dedicated to preserving the history of America’s first statewide gay rights law, AB 70, passed in Wisconsin in 1982. This site is a collaborative effort led by Our Lives Media in partnership with historians, archivists, and community members committed to documenting this pivotal moment in American history.
Our Mission
The goal of Wisconsin First is to provide public access to the stories, legislation, and advocacy that led to the passage of AB 70. By centralizing historical documents and creating a searchable archive, we aim to:
- Preserve the legacy of Wisconsin’s groundbreaking LGBTQ+ legislation.
- Educate the public about the history of civil rights activism.
- Empower researchers, journalists, and advocates with access to primary sources.
Who Was Dick Wagner?
This project is funded in part by the Dick Wagner Memorial Grant, named in honor of historian and LGBTQ+ rights advocate R. Richard “Dick” Wagner. Wagner was a key figure in documenting Wisconsin’s LGBTQ+ history and served as co-chair of Governor Tony Earl’s Council on Lesbian and Gay Issues—the first of its kind in the nation. His dedication to historical preservation ensures that these stories are not forgotten.

The digital collection includes:
- Legislative documents, including AB 70 and related policies.
- Newspaper articles and interviews covering the fight for LGBTQ+ rights.
- Letters, testimonies, and personal accounts from those involved in the movement.
